Clean Shipping Alliance

Mission

CSA is concerned with all technical, scientific and regulatory issues that could have an impact on the use of Exhaust Gas Cleaning Systems (EGCS). It supports and educates the public and policy makers concerning the availability and use of the open loop Exhaust Gas Cleaning System (EGCS), a technology environmentally friendly and effective, and economically feasible.

The Clean Shipping Alliance supported its members in the timely implementation of the regulation 14.1.3 of MARPOL Annex VI that became effective on January 1, 2020 requiring that the sulfur content of any fuel used on board ships shall not exceed 0.50% mm.

Advocacy

The Alliance advocates a rational operating environment for the open loop EGCS (scrubbers) through engagement with policy makers and different stakeholders in the maritime industry. Besides that, CSA advocates for its companies members working to reduce the marine exhaust gas emissions.

Vision

Become the main source of information regarding the Exhaust Gas Cleaning System, being perceived by the various stakeholders in the maritime industry as the authority on the matter with the ability of reversing negative decisions through the advocacy work based on scientific data and the most recent studies.

Key Objectives

 Provide technical information and scientific research data to the maritime different stakeholders such as policy makers, public policy officials, the International Maritime Organization (IMO), non- governmental organizations (NGOs), European Institutions and the public on the effectiveness and benefits of the open-loop EGCS along with the associated air and water emissions. Work directly with the IMO’s Marine Environment Protection Committee (MEPC) to ensure the consideration of the most up-to-date technical and economic data in the development of the regulations.

 Work directly with regulators to monitor and influence current and future legislation on EGCS.

 Promote discussions with the ports and authorities that have a negative position towards the open loop EGCS, provide credible data and scientific analysis of the technology to ensure the decisions will be taken on technical basis instead of a precautionary measure without any grounds.

Rationale

CSA Members have been leaders in emission control efforts and have made significant investments of time, funding, and resources to comply in good faith with the IMO 2020 fuel requirements through the utilization of the environmentally safe and effective Exhaust Gas Cleaning Systems, both open and closed loop.

Now, after one year of the MARPOL Annex VI entering into force, some elements of the industry representatives and regulators have voiced opposition to the use of this technology alleging environmental reasons but without any scientific data to support their arguments.

In light of the abovementioned developments with regard to the general acceptance of EGCS, in some regions authorities have already put in place restrictions as a precautionary measure. Therefore, any current or future ban, local or otherwise, will not only unfairly impact many shipping companies but will also undermine IMO as the regulator for global shipping.

It is therefore the role of the Clean Shipping Alliance to engage with these authorities and others worldwide to ensure these authorities have the latest science and most credible studies for their decision-making, and have accepted CSA and its Staff and Members, as an objective resource.Membership Benefits

The members of the CSA have access to the most complete and constantly updated database of ports and maritime authorities related to the open loop EGCS use. The CSA also corroborates actively with the CSA membership and its contacts with ports and shipowner and maritime organizations to ensure the database is as complete as possible.

Individual Representation

Should a member encounter any issues or questions with any port authorities, the CSA is able to represent your company, in the name of the whole alliance, to acquire the answer in the swiftest manner possible.

Access to Research

CSA members have access to the latest scientific research and studies on scrubber use. We believe the technology could be further enhanced, in order to provide the most efficient and cost-effective bridging solution to the next propulsion revolution in shipping.

Regulatory Threat Alert

The CSA is deeply connected at regional levels, such as in the EU. Our regulatory experts work both behind the scenes and through external communications to ensure your interests are well-represented. We make sure all positive information about EGCS go directly into the inbox of regulators. As such, CSA members are the first ones to be informed of any regulatory threats in the horizon, so that they can prepared the most appropriate reaction.

External Representation and Communications Support

The CSA regularly takes part in events and conferences to proactively promote the benefits of EGCS technology. Our members are encouraged to join us to be champions of scrubbers. We also produce easy-to-understand communications deliverables such as brochures and videos, that you can use in your own communications. We make sure that you get all the communications support you need to engage your audience on scrubber technology.Modus Operandi

Regulatory Monitoring and Influencing

On behalf of its members, the CSA Secretariat monitors all regulatory developments at international regional and national levels. Should any risks be detected, the Secretariat seeks to positively influence the stakeholders to ensure the benefits of EGCS are well understood and appreciated.

Ports & Authorities Outreach

By consistently reaching out to ports and maritime authorities, the Secretariat informs and educates about the science and facts behind EGCS installation and use, especially its impact on both atmospheric and marine environments. To this end, we also make sure our Ports Regulations Database, the most complete in the shipping world, is constantly and accurately updated.

External Communications

Based the advocacy developments on the regulatory front, the Secretariat strategizes its online and offline communications outreach towards specific target audiences to promote the use of EGCS. We take part in events to ensure the voice of its members is heard in all conversations around the IMO Sulphur Regulation, SECAs and regional/national discussions on scrubbers.

Communications with the Membership

Members receive a monthly newsletter from us on regulatory and port developments. Should there be instant developments on scrubbers that would influence your business, members receive a concise newsflash. On our Membership Portal, members gain access to the most updated information in the Port Regulations Database, in addition to all the CSA publications and research studies pertaining to scrubbers.
