Important information for port clients and freight carriers effective November 1, a new traffic overpass and port checkpoint will open for traffic to the Port of Riga on Kundziņsala

Starting November 1 of this year, a new traffic overpass connecting Tvaika Street to Kundziņsala will open to facilitate traffic to and from the Port of Riga’s territory on Kundziņsala. Simultaneously, a new port checkpoint will begin operations at 42 Uriekstes Street .
With the opening of the new infrastructure, starting November 1, freight vehicles will have two round-the-clock options to enter and exit the port area on Kundziņsala: either via the new traffic overpass, using the port checkpoint at 42 Uriekstes Street (Delta 17), or via the existing checkpoint at 9 Uriekstes Street (Delta 1).
These traffic arrangements will remain in effect until the end of this year. Starting January 1, 2027, the Delta 1 port checkpoint at 9 Uriekstes Street will be closed to traffic heading to Kundziņsala. Starting from the new year, freight traffic to and from the port terminals on Kundziņsala will be routed exclusively through the new traffic overpass via Delta 17 checkpoint.
Starting November 1, port terminal employees working on the island will be able to reach the Kundziņsala industrial area either via the new traffic overpass or, as before, via Aptiekas Street from the Tvaika Street side through checkpoint Delta 3 at 36 Kundziņsala 3rd Line. It will be open every workday from 6:00 a.m. to 8:00 p.m. Additionally, upon prior coordination with the Port Police, access to construction sites within the Kundziņsala area will be organized via Delta 3 checkpoint.
The new overpass will be fully accessible to residents of the surrounding neighborhoods. It features an additional turning lane designed for vehicles traveling to and from the Kundziņsala residential area. Additionally, a new pedestrian and bicycle path has been constructed, complete with lighting and dedicated lane markings for runners. To ensure seamless access for pedestrians and cyclists from both the residential area and the port territory, three stair-equipped ramps have been installed – one on Tvaika Street and two on Kundziņsala. Residents can still use the bridge from Aptiekas Street to reach the Kundziņsala residential area.
Freight carriers should note that while construction work on the new border crossing facility in Kundziņsala is still underway, the State Border Guard, the State Revenue Service Customs Administration, and the Food and Veterinary Service will continue to operate at their current address – at 16 Uriekstes Street – even after November 1. Border inspection procedures and customs controls, as well as shipment veterinary, phytosanitary, food safety, and non-food product safety, quality, and classification inspections will be carried out at this location. Freight carriers will need to go to 16 Uriekstes Street if, when declaring customs procedures, the goods shall be presented to customs authorities or require customs inspection. Meanwhile, ionizing radiation scanning for road cargo will be conducted at 42 Uriekstes Street.
Requesting a visit for freight vehicles and ordering a visitor’s pass to the Port of Riga territories shall continue to be submitted via the port’s electronic pass ordering system OKS. Information on the procedure and rules for obtaining passes is available on the Freeport of Riga Authority’s website: www.rop.lv/lv/satiksmes-organizacija-noklusanai-nouz-rigas-ostas-teritoriju-kundzinsala-no-2026-gada-1-novembra: www.rop.lv/lv/caurlaizu-sanemsana.

A new traffic overpass
The overpass construction project is being carried out by the Riga City Council in cooperation with the Freeport of Riga Authority. The project is being implemented with co-financing from the European Union Cohesion Fund; the total project cost is 82.6 million euros, of which 23 million euros comes from a state budget grant, 59.6 million euros from a state budget loan, and 4.5 million euros from the European Union Cohesion Fund.
The new overpass will provide a direct connection between Kundziņsala and Riga’s arterial road network boosting the mobility of freight and military transport to and from the port terminals. Together with the Eastern Arterial Road and the Daudersala Bridge, the new connection will help divert a greater volume of freight traffic away from the city center.
Additionally, as part of the development of border control, access control, and digitized logistics infrastructure, a new port checkpoint has been constructed at the request of the Freeport of Riga Authority. It will provide six-lane traffic flow, automated control processes, and a unified access control system – including automatic license plate recognition, digital cargo data exchange, and integration with the information systems of control services. The Authority has invested 1.3 million euros in the checkpoint’s infrastructure.
“Kundziņsala is currently experiencing dynamic growth. Leading port logistics companies are based there. Several strategic development projects are currently underway on Kundziņsala. It is planned that in the coming years, a number of new companies – cargo terminals, logistics centers, energy companies, and smart manufacturing facilities – will begin operations on Kundziņsala. Development at such a scale would be unimaginable without an effective connection to the city’s and the country’s transportation networks. The new overpass will make it possible to create an even more accessible business environment on Kundziņsala, where sustainable energy, modern industry, and smart logistics can all thrive side by side,” said Ansis Zeltiņš, the CEO of the Freeport of Riga.
