The Port Authority and Valencia City Council launch the countdown to the River Mouth Park

- The Port Authority of Valencia (APV) and Valencia City Council have reached an agreement on the River Mouth Park setting out the commitments of both parties regarding the project. The agreement marks the start of the countdown to a new park for the city of Valencia
- The Board of Directors has approved an addendum to the agreement with Gandia City Council to move forward with the port-city integration project in the area around the former fruit warehouses at the Port of Gandia
- The Board has agreed on the necessary mechanisms to align the VALENCIA NORTH TERMINAL construction project with the works currently under way
The Board of Directors of the Port Authority of Valencia has approved a cooperation agreement with Valencia City Council setting out the commitments of both parties regarding the development, maintenance and upkeep of the future Valencia River Mouth Park. The agreement is intended to ensure the proper management, maintenance, preservation, safety and funding of the project as a public space for residents.
The agreement, which will run for four years and may be extended for a further four, provides for the joint funding of the project. The APV will invest €16.2 million, including VAT, in the works and measures planned within the service area of the Port of Valencia (port land designated for public use), while Valencia City Council will contribute €15.6 million to fund the works to be carried out outside this area.
The APV will be responsible for tendering, awarding, contracting and carrying out all the construction works for the new park, including both those within the port service area and those in the extension area. In addition, it will make the land within the service area covered by the project available to Valencia City Council, ensuring access for both users and municipal staff responsible for maintenance, upkeep, cleaning and security.
Valencia City Council, meanwhile, will be responsible for drafting, supervising, approving and implementing the project, including the landscaping, re-naturalisation and urban development works. It will also be responsible for the technical management and supervision of the works. In addition, the City Council will be required to ensure the maintenance of the park once it opens, including the water feature running from the “Puente de Astilleros” to the new covered channel section.
North Terminal
On another note, the Board of Directors has approved the partial suspension of the administrative concession granted to VALENCIA NORTH TERMINAL (VNT), to align the construction project for the container terminal in the northern expansion of the Port of Valencia with the works currently under way.
The project submitted by VNT in July 2026 increases private investment to €1,656 million euros, compared with the initial €1,011 million euros. The proposal has been adapted to the requirements and needs of maritime transport and sets out an updated sequence of construction phases, based on the information currently available and the expected timetable for the APV to make the land available.
In this context, it is considered that there are objective technical circumstances linked to the complexity, scale and sequencing of the works, which affect the availability of the land during the initial phase of the concession and prevent VNT’s works from beginning in an orderly manner.
This partial suspension does not affect the area already handed over to the concessionaire, nor does it alter the duration of the concession or grant any additional extension to the concessionaire. It therefore does not involve changing the essential terms of the concession, but rather temporarily adjusting the effects of the concession title in relation to those areas that cannot yet be used for the development of the terminal.
Regarding the contract for the construction of the North Terminal container quay project, the Board has also agreed to extend the interim deadlines for certain works following the identification of several issues affecting their execution, including the impact of the DANA flooding event and other technical factors, as well as the need to assess new solutions following the submission of the construction project by the concessionaire, in order to align the works.
The deadline for the entire project will not be extended; it remains at 58 months, with completion scheduled for August 2029.
Interim deadline 1, covering 50 hectares of consolidated land and 500 metres of quay edge beam, has been extended by nine months, setting a new completion date of 17 July 2027.
Likewise, interim deadline 2, covering 1,500 metres of quay and an adjacent area of 99 hectares of consolidated land, has been extended by eight months, setting a new completion date of 17 July 2028.
Further investment in Font de Sant Lluís
Separately, in order to facilitate the normal progress of the works on the Valencia Font de Sant Lluís Intermodal and Logistics Terminal, the Board has ratified the signing, by the President of the APV, of the second amendment to the agreement entered into by the Ministry of Public Works, the Generalitat Valenciana, Valencia City Council and ADIF.
ADIF is carrying out the works required to bring Phase 1 of the Valencia FSL Terminal into operation. These works had an initial estimated budget of €35 million, which has now been increased to €37.4 million to reflect the updated project requirements. The amendment also provides for the creation of an inter-administrative cooperation body between the APV and ADIF to oversee and monitor the management of the terminal.
Port-city integration in Gandia
The Board of Directors has also approved an addendum to the agreement between Gandia City Council and the APV establishing the framework for the port-city integration policy. This agreement will enable the urban development project for the area around the former fruit warehouses and the controlled area of the Port of Gandia to be put out to tender, creating a new public space for residents.
The project, funded by Valenciaport, has a base tender budget of more than €6.8 million (€8.2 million including VAT) and covers an area of 24,987 square metres of port land. Of this, 1,894 square metres will be landscaped, and the project will also include a car park with 78 spaces.
The addendum approved by the Board establishes that Gandia City Council will be responsible for the upkeep and maintenance of the areas affected by the works once they are opened for public use.
Other Board decisions
The Board has also agreed to adhere to a firm deadline of 31 December 2028 for the completion of the improvement works on the Sagunto-Teruel-Zaragoza railway line, following a number of issues during the works at Cella station (Teruel) that affected the original schedule.
The Board has approved the appointment of Cristian Monzón Sanjuan, Head of Public Domain, as a member of the Board of Directors of VPI Logística, replacing Luis Fernando Sánchez Villena. It has also approved changes to the maximum tariffs applicable to the use of space at the APM TERMINALS VALENCIA and CSP IBERIAN VALENCIA TERMINAL facilities.
In addition, the operating model for the ARCELORMITTAL concession at the Port of Sagunto has been approved, allowing BERGÉ MARÍTIMA SAGUNTO to use the facilities to perform the services covered by the agreement between the two companies, including vessel handling, loading, unloading, storage and freight transport activities.
Finally, BHS SHIP SUPPLIES S.L. has been authorised to provide commercial ship-supply services at the ports of Gandia, Sagunto and Valencia.
