Study identifies Viable Development Pathways for Port of Newcastle’s Clean Energy Precinct

HPC Hamburg Port Consulting has delivered the final business case for Port of Newcastle’s proposed Clean Energy Precinct . The study examined alternative ownership, governance and commercial structures for the 220-hectare development to support future investment and development decisions.
Located at Australia’s largest east coast port, the Clean Energy Precinct is intended to enable the future production, storage, handling and export of clean energy products, including hydrogen and hydrogen-derived fuels. As global demand for low-carbon energy continues to grow, the project positions Newcastle to leverage its industrial heritage, strategic location and existing infrastructure to participate in future international energy supply chains.
The assessment showed that two distinct development pathways can create sustainable long-term value, giving Port of Newcastle the flexibility to determine how actively it wishes to participate in the emerging clean energy economy.
The business case combines market analysis, commercial design and detailed financial modelling to assess future demand scenarios, revenue potential, investment requirements and project risks. Beyond financial performance, the study also identifies the strategic conditions required to unlock the precinct’s long-term value, including market development, customer commitments and phased infrastructure delivery.

The study has provided valuable insights into potential development pathways and deepened our understanding of the commercial opportunities and considerations associated with the project. It establishes a strong foundation for the next phase of planning and stakeholder engagement.”
