A bilateral summit of paramount transnational significance has convened in the historic setting of Venice, bringing together the President of the International Foundation FISPMED ETS, Roberto Russo, and the President of the Byzantine National Lifeboat Institution (BNLI), international jurist Nicolaos Khovrin Komnenos.

• FISPMED ETS (International Federation for Sustainable Development and the Fight against Poverty in the Mediterranean-Black Sea): Founded in 2004 under the auspices of the European Commission and the Italian Ministry of the Environment, with the Veneto Region as a founding member, this organization constitutes a vast civil society platform and a vessel for “grassroots diplomacy.” It unites 239 institutional partners—including universities, research centers, NGOs, and public bodies—across 39 nations, giving voice to more than 1.8 million citizens. FISPMED operates to integrate environmental policies, urban development, sustainable tourism, and the stewardship of water resources.

• Byzantine National Lifeboat Institution (BNLI Stichting): A Dutch non-profit and research organization dedicated to maritime safety, the preservation of human life, and marine biodiversity. Beyond traditional search and rescue (SAR) operations, the BNLI is active globally through scientific campaigns aimed at mitigating climate change, protecting the seabed, and combating the extinction of large cetaceans.

The Profile of the BNLI President and His Profound Bond with Venice

The BNLI is led by President Nicolaos Khovrin Komnenos, an international jurist and Ship Security Officer. President Komnenos belongs to a historic Cypriot lineage that gave rise to several Byzantine emperors. Hosted in Venice alongside the Ambassador to Italy, Francesco Bossi, his presence invokes a profound historical and spiritual connection:

1. Caterina Cornaro: The historical legacy binding the Cypriot dynasty and the Queen of Cyprus to the Republic of Venice.

The Pillars and Objectives of Scientific and Environmental Cooperation

The partnership between FISPMED ETS and the BNLI will unfold across four primary macro-areas characterized by intensive innovation and applied research:

1. Preservation of Marine Waters and Sustainable Sonar: The implementation of coordinated programs for the protection of the pelagic environment, with a specific focus on applied research for the development and deployment of eco-sustainable sonar systems. The objective is to eradicate underwater noise pollution, which induces fatal embolisms and strandings among large marine mammals, such as cetacees.

2. Organic Agriculture and Soil Regeneration: The development of protocols capable of doubling agricultural yield without imposing a burden upon coastal ecosystems. Through natural soil regeneration, these projects aim to curtail the runoff of nitrogenous compounds into the sea, thereby balancing the imperatives of agriculturalists with the vitality of marine waters.

3. Hydrogen Propulsion for Commercial and Civil Fleets: The promotion of technology transfer within the shipping and commercial maritime sectors. The BNLI and FISPMED will champion the development and proliferation of vessels powered by green hydrogen (LH2), substantially reducing carbon emissions as well as the thermal and acoustic pollution generated by large-scale maritime transport.

4. Information, Education, and “Grassroots Diplomacy” in the Mediterranean and Black Sea: The dissemination of transnational awareness and training campaigns tailored for coastal communities, educational institutions, and maritime professionals.
