A Tribute to Legacy and a Vision for the Future

The 36th Annual General Meeting of the Cyprus Shipping Chamber (CSC) took place this week in Limassol, reaffirming the Chamber’s role as a cornerstone of Cyprus’s maritime strength, while also marking a poignant farewell to one of the industry’s most influential figures.

In a room filled with distinguished guests—including the President of the Republic of Cyprus, Mr. Nikos Christodoulides, and the President of the House of Representatives, Mrs. Annita Demetriou—CSC President Mr. Themis Papadopoulos delivered an address that underscored the Chamber’s enduring commitment to both national policy and global maritime leadership.

A Resilient Industry Amidst Global Challenges

In his address, Mr. Papadopoulos highlighted the resilience of Cyprus shipping amid ongoing geopolitical tension, economic uncertainty, and regulatory pressures. Despite these headwinds, the Cyprus maritime cluster remains strong—contributing approximately 7% to the country’s GDP, with CSC Member-Companies managing over 2,800 ocean-going vessels exceeding 108 million gross tons.

“Shipping in Cyprus continues to demonstrate strength and endurance,” noted Mr. Papadopoulos. “It remains one of the oldest and most vital pillars of our economy, responsible for transporting 98% of our essential goods and raw materials.”

Strategic Cooperation and Policy Advocacy

The CSC President emphasized the Chamber’s active role in shaping local and EU policies, especially regarding:

• The OECD Pillar II rules

• The EU Foreign Direct Investment Regulation

• The implementation of a State Aid Scheme for EU seafarers

• Finalisation of the Cyprus Shipping Company with Limited Liability (NEPE) framework

• The development of the One Stop Shipping Centre

He reiterated the Chamber’s commitment to continue working closely with the Shipping Deputy Ministry and other key stakeholders to ensure Cyprus remains a competitive and forward-looking maritime jurisdiction.

Environmental Leadership on a Global Scale

A significant portion of the address focused on the IMO’s adoption of binding greenhouse gas reduction targets, a landmark moment in the fight against climate change.

While welcoming the initiative, Mr. Papadopoulos cautioned about regional regulatory inconsistencies—particularly within the EU—that may undermine global efforts. He stressed the need for coordinated action across the entire maritime value chain, from fuel suppliers to shipyards, and urged for unity in implementing sustainable solutions.

A Farewell to a Maritime Legacy of Cyprus Shipping

The most emotional moment of the AGM came during the tribute to Mr. Thomas Kazakos, who served the Chamber with distinction for 33 years, including three decades as Director General, before recently assuming the role of Secretary General and CEO of the International Chamber of Shipping (ICS).

In his farewell remarks, Kazakos expressed deep gratitude to the CSC Board, Chamber Members, and colleagues who supported him throughout his journey. With characteristic humour and humility, he said the honour bestowed upon him would “accompany him on many cold London nights.”

Reflecting on his time at CSC, he credited the Chamber for the “unique opportunities and valuable education” that enabled his current global role. He closed by dedicating the commemorative award to his wife, Evangelia, and their children—thanking them for their constant support.

As the CSC transitions into a new chapter under a newly elected President and Board of Directors, Mr. Papadopoulos concluded with a call to unity:

“It is vital that we continue to value the resilience and progress we have made. It is this spirit of collaboration and proactive thinking that will propel our industry to even greater heights.”
