U.S. expands cooperation list to include critical Arctic vessels, highlighting strategic importance

A pan-governmental task force for South Korea-U.S. shipbuilding cooperation, involving the Ministry of Trade, Industry and Energy, the Ministry of Foreign Affairs, and the Ministry of National Defense, is set to be fully operational as early as this week. This comes after the first meeting between the South Korean and U.S. industry ministers since the inauguration of the second Trump administration, reaffirming the need for shipbuilding cooperation between the two countries and continuing specific discussions through working-level channels. Notably, during Minister Ahn Duk-geun’s visit to the U.S. at the end of last month, the U.S. reportedly added LNG carriers and icebreakers, which can be used in the Arctic route area, to the cooperation list beyond naval ships. The South Korean government is said to have proposed prioritizing the production of U.S. orders if the U.S. places “package orders” for warships, tankers, and icebreakers.

Korean government officials say that the U.S. interest in icebreakers is greater than expected. The Trump administration’s plan is to resolve inflation and energy security issues simultaneously by extracting LNG stored in Alaska and supplying it to major cities in the U.S. and allied countries.

Domestic shipbuilders have already proven their capabilities in this field. Hanwha Ocean (formerly Daewoo Shipbuilding & Marine Engineering) and Samsung Heavy Industries have experience in building icebreaking LNG carriers and icebreaking tankers, respectively. The medium-sized shipbuilder HJ Shipbuilding & Construction (formerly Hanjin Heavy Industries) was responsible for the design and construction of South Korea’s only icebreaking research vessel, the “Araon,” launched in 2009. It can carry up to 85 researchers and crew members and break through 1-meter-thick ice while traveling between the Antarctic and Arctic.

However, the construction of South Korea’s next-generation 16,560-ton icebreaking research vessel has faced repeated delays, casting uncertainty over its planned 2027 launch. Budgetary constraints have pushed the timeline further, with a 2030 launch now in question. Meanwhile, China has launched its first domestically built icebreaker, the Xuelong 2, intensifying competition in Arctic route development.

The U.S. Navy’s ambitious plan to invest an average of $30 billion annually until 2054 to build 364 new ships highlights the need for international cooperation. With only 21 shipyards remaining from a peak of 414, the U.S. shipbuilding industry faces significant challenges. Han Seung-han, an analyst at SK Securities, noted, “For the U.S. to control the Northwest Passage, possessing icebreakers is a prerequisite, but due to the decline of the shipbuilding industry and lack of capabilities, building icebreakers in the short term is realistically difficult for the U.S.”

South Korea’s proposal to prioritize U.S. orders if “package orders” for warships, tankers, and icebreakers are placed, underscores the strategic alliance between the two nations. This partnership is further emphasized by the Trump administration’s focus on resolving inflation and energy security issues by extracting LNG from Alaska and supplying it to major cities in the U.S. and allied countries.

While domestic shipbuilders have experience in building icebreakers, industry watchers warn that the potential for inter-departmental disagreements or budgetary issues within South Korea could jeopardize Korea-U.S. cooperation. An industry insider warned, “Japan is set to complete the next-generation icebreaking research vessel ‘Mirai II’ by November next year. If there is noise due to inter-departmental disagreements or budget allocations within South Korea, it could cause the U.S. to change its partner.”
