From 1 January 2025, the monitoring requirements of FuelEU Maritime (Regulation (EU) 2023/1805) apply for ships of 5,000GT and above carrying cargo or passengers into, between and out of EEA ports (the EU plus Norway and Iceland).

FuelEU Monitoring Plan (MP) compilation and verification should now be underway for any ships already in scope of MRV, or for any ships planning to call at an EEA port for the first time from 1 January 2025.

Next steps

From 1 January 2025, shipowners/operators will need to start collecting data on the energy usage onboard each ship in scope of FuelEU. Data collection should be aligned with the processes and procedures in the FuelEU Monitoring Plan.

Data should be collected over a whole year from 01 January to 31 December on a per voyage basis, compiling and submitting the total year’s data to LR by 31 January 2026 using Emissions Verifier. The annual data will be verified and used to calculate different annual aggregates, such as the yearly GHG intensity of the ship and the compliance balance, the latter of which is required for any applicable penalty calculations. Penalties are calculated and collected by the relevant Administering Authority.

Where a vessel is sold part way through a data collection year, the data collected remains with the vessel. The shipowner/operator responsible for compliance with FuelEU on 31 January each year is responsible for submitting all data to their verifier and pay any penalties due.
