Ukrainian International Law Association publishes Geneva declaration on Human Rights at Sea


The Geneva Declaration on Human Rights at Sea  and accompanying Commentary has been published in the 2nd Edition 2023 of the Ukrainian International Law Association journal.

From pages 67 – 81, the Ukrainian Journal features the inaugural issuing of the first full text publication in Ukraine.

Importantly, it provides improved legal and policy awareness both in-country and internationally.

The background work for finalising the submission has been ongoing since late 2022 through a small multi-disciplinary team based between the UK and various locations throughout the country.

In June 2023, Professor Olga Butkevych, President of the Ukrainian Association of International Law Association led an online briefing webinar with Human Rights at Sea (HRAS) to socialise the development of the Declaration at State level.

Drafting checks have been backed by the original drafting team comprising Prof Irini Papanicolopulu, Prof Steven Haines, Prof Anna Petrig, Dr Sofia Galani, Dr Elizabeth Mavropoulou and David Hammond, supported by Anna Khoma and the HRAS Senior Leadership Team.

HRAS Comment

The small but dedicated team involved in this ongoing work is delighted with the latest stage in the development of the Geneva Declaration alongside our colleages in Ukraine and third-States. Further work is currently ongoing to bring this new soft-law instrument into the UN system, and to be further socialised across multiple States.
