Applicability: shipowners, ship operators, ship managers and ship masters
IMO DCS (Fuel Oil Consumption) Reporting Requirements
Shipowners and operators of ships of 5,000gt and above engaged in international shipping are required to submit annual fuel oil consumption data to their Flag Administration or a Recognised Organisation nominated by the Flag.
Data for the 2022 reporting period needs to be submitted to Lloyd’s Register (LR) by 31 March 2023 for LR to perform the verification and issuance of a Statement of Compliance certificate before 31 May 2023.
This data should be collected in accordance with the methodology described in the ship’s approved Ship Energy Efficiency Management Plan (SEEMP) Part II, and submitted with supporting evidence to enable verification in line with Resolution MEPC.348(78).
EU MRV (Monitoring, Reporting and Verification) Requirements
Shipowners and operators of ships greater than 5,000gt making commercial voyages into, out of or between EU ports are required to submit a verified emissions report to the European Commission.
A verified emissions report for reporting year 2022 needs to be submitted to the THETIS platform by 30 April 2023.
UK MRV (Monitoring, Reporting and Verification) Requirements
Shipowners and operators of ships greater than 5,000gt making commercial voyages into, out of or between UK ports, but not voyages to or from an EEA Member State (the EU plus Iceland and Norway), are required to have their emissions verified by 30 April 2023.
The UK has taken a decision to delay the requirement for ship operators to report emissions until a digital solution for reporting is fully operational (expected in 2025). A UK MRV Document of Compliance will not be required until the digital system is operational.
This does not affect the legal requirement for ship operators to monitor vessel emission and submit their emissions reports for annual verification to LR, which remains in place. The UK are only delaying the reporting requirement, with the data from any intervening years to be submitted once the new system is ready.
What should shipowners and ship operators do now?
Shipowners and ship operators should proceed with IMO DCS, EU MRV and UK MRV submissions as soon as possible into LR’s CO2 Verifier platform, which can be accessed here, to provide sufficient time for LR to identify any errors or misstatements.
The data should be supplemented by an ‘evidence pack’ of supporting information to enable the verification work to be completed. Details of what should be included in the evidence pack are provided in the help sections of the CO2 Verifier platform. When the supporting evidence is prepared, it can be bulk uploaded into CO2 Verifier and verification work by our technical staff can begin.

Please note, LR will not be responsible for any late submissions to THETIS if LR is requested to verify the EU MRV Annual Emissions Report after the regulatory deadline of 30 April 2023.
If the initial submissions are incomplete and/or delayed, partial submissions or resubmissions may require additional verification work. In such cases, we may not be able to guarantee the availability of resources to complete the verification in time.
