LR summary report for the IMO implementation of IMO Instruments Sub-Committee (III 8)


Applicability: shipowners, ships’ crews, ship managers, Flag administrations and port authorities.
This meeting was held remotely from 25 – 29 July 2022.
The IMO Implementation of IMO Instruments Sub-Committee (III) is where matters related to flag, port and coastal States, such as analysis of maritime accidents, port State Control procedures and the guidelines for survey and certification are discussed.

The Summary Report includes an executive summary for those requiring a general overview, and more technical information and explanations for those who would like more detail on the discussions that took place.

Key items include:

  • III 8 agreed to a framework for the development of draft guidelines on the assessment and application of remote statutory surveys, ISM Code audits and ISPS Code verifications. This work will be continued intersessionally and is expected to be finalised at III 9.
  • III 8 deferred consideration and finalisation of the proposed draft amendments to the HSSC Survey Guidelines to III 9. These proposed draft revisions take into account the amendments to the relevant mandatory instruments due to enter into force up to and including 31 December 2023 and amendments to SOLAS which enter into force 1 January 2024. The revisions to the Guidelines are expected to be finalised at III 9 for adoption at Assembly 33 (Dec 2023).
